Father Edwin Gariguez, affectionately known as Father Edu, is a priest and the executive secretary of Caritas Philippines. Caritas Philippines, also called NASSA (National Secretariat for Social Action, Justice and Peace), is the advocacy and social development arm of the Bishops Conference of the Philippines.

Originally from Quezon Province on the island of Luzon, Father Edu has lived and worked on the island of Mindoro for decades. In his early social justice work, he established the Peasant Empowerment and Advocacy Network (Peasant-Net), a provincial federation of poor farmers, which advocates for agrarian reform in Mindoro. With the aggressive promotion of mining in the Philippines, Father Edu has also extensively worked on anti-mining initiatives, including co-founding the Alliance Against Mining (ALAMIN), a broad coalition of Mindoro residents, elected officials, civil society groups, church leaders and Indigenous peoples who oppose mining on the island. In 2012, Father Edu was awarded the Goldman Environmental Prize, in recognition of his efforts to voice objections against large-scale mining projects in the Philippines, on behalf of Indigenous communities.

Our work in the Philippines:
Development and Peace has been working with partners in the Philippines to improve democracy and citizen participation, access and control over natural resources, and ecological justice. Development and Peace has also carried out extensive recovery and reconstruction efforts to respond to the aftermath of supertyphoon Haiyan, in November 2013, and more recently Typhoon Hagupit in early December 2014.

Bishop Eugenio Rixen

Bishop of Goiás, Brazil

Bishop Eugenio Rixen, affectionately known as Dom Eugenio, has defended the rights of small farmers and the dignity of the poor for the last 17 years in Brazil. Through his work with the Comissão Pastoral da Terra (Pastoral Land Commission), he has become a national and international symbol of the struggle for agrarian reform in Brazil. The CPT is an official pastoral commission of the Conference of Catholic Bishops of Brazil and its mandate is to defend access to land and protect all life on it; defend access to clean water; and to defend human rights. Because of its support for peasants in their struggle for access and control over the land, the Church of Goiás faced persecution from landowners in the region. Today, 24 peasant settlements attest to their victory in this struggle.

Originally from Belgium, Bishop Rixen was ordained a priest in 1970 and immediately set off for Brazil as a Fidei Donum missionary. He was appointed Bishop of Goiás on December 2, 1998. For two terms, from 2003 to May 2011, Dom Eugenio was president of the Episcopal Commission on Biblical-Catechetical Animation; and the National Conference of Bishops in Brazi. Today he is also the president of the Comissão Pastoral da AIDS (AIDS Pastoral Commission).

Father Jesús Alberto Franco

Executive Secretary of the Comisión Intereclesial de Justicia y Paz (Inter-Church Commission for Justice and Peace, CIJP), Colombia

Father Jesus Alberto Franco is the Executive Secretary of the Comisión Intereclesial de Justicia y Paz (CIJP), a Development and Peace partner. The CIJP is based in Colombia and works with conflict-affected communities in their struggle for justice, by affirming their rights and advocating for the return of their lands. For over 20 years, Father Franco has defended human rights and supported Afro-Colombian, indigenous and peasant farmers in resisting the occupation of their land by paramilitaries who are forcing communities to grow cash crops, such as African Palm, and by powerful mining corporations are trying to develop projects. Father Franco’s work with these communities and on important cases of impunity against senior members of the security forces has also made him a target of multiple death threats and attacks.

Our work in Colombia:
Development and Peace has been working with partners in Colombia on many initiatives, including projects to strengthen democracy and citizen participation, peace and reconciliation, food sovereignty, ecological justice, and access to and control over resources.

Sister Modestine Rasolofoarivola

Head of the congregation of little Sisters of Marie Magnificant, Madagascar

Sister Modestine, born in a small remote village in Madagascar and a graduate of a degree in agriculture, is the Head of the congregation of the little Sisters of Marie Magnificant) and is the head of the Commission pastorale sociale (Social Pastoral Commission) of the diocese of Tsiroanomandidy. With the help of Development and Peace the Commission supports and trains farmers in 75 villages. The training focuses on group facilitation, self-promotion, sustainable agriculture, land security and the establishment of a revolving fund for repayable in kind seeds. The project aims to improve the nutritional diet of villagers and increase their revenues.

Sister Modestine was the coordinator of the Justice and Peace Commission in the diocese, which carries out popular education on democracy, human rights and women’s rights in particular. Justice and Peace has also carried out education, outreach and interventions to defend the poor peasants imprisoned without trial.

From 2000 to 2007 she was the head of the Centre d’apprentissage rural (Rural Learning Centre) in Bevalala, which offers farmers courses on agriculture, animal husbandry and management. These farmers have become leaders in their respective villages and parishes.
